Many years ago, in fact over forty years ago I asked myself the critical question that has dominated my professional life. Why are the practices and policies that drive education aimed solely and often manically on what to learn rather than on how to learn?
This presentation is an effort to reveal the answers as well as the dilemmas that this search has revealed. As a result I would like to present a case for shifting the purpose of Public Education from an effort primarily aimed at what to learn to an effort aimed at directly promoting a capacity for learning.
